Das Landratsamt ist die Verwaltungsbehörde des Landkreises Gotha und erfüllt eine Doppelfunktion: Es ist ähnlich einer Gemeinde für die Aufgaben der kommunalen Selbstverwaltung zuständig (bspw. für das Schulwesen, die Abfallwirtschaft oder die Organisation des ÖPNV), agiert andererseits aber auch als untere staatliche Verwaltungsbehörde (bspw. im Kfz-Zulassungswesen, in der Bauordnung oder in der Rechtsaufsicht über die kreisangehörigen Gemeinden). In Belangen der unteren staatlichen Verwaltungsbehörde hat der Kreistag kein Mitspracherecht. Hier gilt die staatliche Verwaltungshierarchie, das Landratsamt ist hier an die Weisungen der vorgesetzten Staatsbehörden, in der Regel das Landesverwaltungsamt bzw. die jeweiligen Thüringer Ministerien, gebunden.
Le Landratsamt est l'autorité administrative du district de Gotha et remplit une double fonction : il est compétent, comme une commune, pour les tâches de l'autonomie communale (par exemple pour l'enseignement, la gestion des déchets ou l'organisation des transports publics), mais il agit également en tant qu'autorité administrative inférieure de l'État (par exemple pour l'immatriculation des véhicules, la réglementation de la construction ou la surveillance juridique des communes appartenant au district). Le Kreistag n'a pas de droit de regard sur les questions relevant de l'autorité administrative inférieure de l'État. La hiérarchie administrative de l'Etat s'applique ici, le Landratsamt est lié aux directives des autorités supérieures de l'Etat, en général l'Office administratif du Land ou les ministères de Thuringe respectifs.
The district administration office is the administrative authority of the district of Gotha and fulfils a dual function: similar to a municipality, it is responsible for the tasks of local self-government (e.g. for the school system, waste management or the organization of local public transport), but also acts as a lower state administrative authority (e.g. in vehicle registration, building regulations or legal supervision of the municipalities belonging to the district). The district council has no say in matters concerning the lower state administrative authority. The state administrative hierarchy applies here; the district council is bound by the instructions of the superior state authorities, usually the state administration office or the respective Thuringian ministries.
