Harra wurde 1232 mit dem Rittergut des Albert von Harra erstmals urkundlich erwähnt. Hier ist der Entstehungspunkt des Dorfes zu suchen. Die Chronik der ehemaligen Verwaltungsgemeinschaft Saale-Rennsteig erwähnt die Möglichkeit, dass Harra als sorbisches Angerdorf seinen Anfang nahm. Doch liegen dafür keine Beweise vor. Im Zuge der Errichtung der Bleilochtalsperre und dem Aufstauen der Saale wurden Teile des Ortes abgerissen. Da sie sonst dem aufgestauten Wasser der Saale zum Opfer gefallen wären. Heute ist Harra ein Ankerort des Thüringer Meeres und bei ausreichend Wasserstand kann man hier die Anlegestelle nutzen, um in die „MS Thüringer Meer“ oder in das erste Kabinenschiff Deutschlands, die „MS Bad Lobenstein“, einzusteigen, welche sogar Schlafplätze für bis zu 10 Personen bietet. Gern wird diese Anlegestelle auch von Radfahrern oder Wanderern genutzt, um eine Pause zu machen und den engen und malerischen Stausee auf eine andere Art zur erkunden und zu erfahren.
